Rabies Elimination Progress
The Stepwise Approach towards Rabies Elimination (SARE) is a practical planning, monitoring and evaluation tool to guide, develop and refine rabies control programmes. It provides measurable steps, designed as a logical flow of activities, to progress from Stage 0 to Stage 5, in efforts towards freedom from dog-transmitted rabies.
A SARE score of 1.5 out of 5 signifies a country where small-scale rabies control programs are in place and the country is working towards developing a national rabies control programme.

In-country Capacity Building

GARC facilitated a Rabies Epidemiological Bulletin (REB), Level 1, training for key stakeholders in Malawi's animal and public health sectors. At the end of the training, 8 stakeholders had graduated from the program after demonstrating their proficiency in the use of the REB as a One Health rabies surveillance platform.

GARC personnel provided in-person training on the Community-Based Rabies Surveillance (CBRS) tool as part of the Rabies Epidemiological Bulletin. The team tested the system that had been customized for Malawi and trained staff on data entry.

An in-country SARE workshop was held for the first time in Lilongwe, Malawi and was hosted and driven by government representatives. With enthusiastic participation from all representatives, including the Director of the Department of Animal Husbandry and Livestock Development, Malawi was determined to be at stage 1.5 in the SARE.

The Lilongwe Society for the Protection and Care of Animals (LSPCA) purchased 6 GARC Data Loggers to facilitate the tracking of their mass dog vaccinations in Lilongwe city. The GARC team provided virtual training and protocols on the use of the GDLs and the implementation into the Rabies Epidemiological Bulletin.
